Yes,

many of the modules are written with the .486 minimum but if your processor is 32 bit and runs 32 bit windows, they should run correctly. You cannot run them from 16 bit DOS.

Is the library source code in the public domain or is it under some other licence?

Whould it be a proble if I converted it for use under FASM?

It is under the MASM32 licence but as FASM is freeware, you are welcome to port it to FASM if you desire. Don't be afraid to improve on it along the way.
