On NT, CreateFile+ReadFile .
On 9x, "who cares" (VXD, 16bit DLLs with thunking, . . .)

The HDD Test application made by Hawk will read in the MBR and partiton tables

it is insides source code \system32\App_User\hard_disk_test.asm

I am sure a little Google search will show many... many matches also

on my site, bit7.cjb.net take a look at "diskparty" tool. It read mbr and display partition table under w95.
