i have found a web site http://www.stud.uni-karlsruhe.de/~uck4/ICQ/ - that has a full describes of the icq protocol .
but i wonder . ,Do i need to build the packet. or just send them with send api ?

suit yourself man...
using the api is lazier, but you can't play around much ;)
Learning begins when you push back the curtains of the boundaries of your knowledge and throw light on what was shadow.
You will only learn as long as you continue to press the envelope.
If you just want to throw together a quickie client, by all means use the api.
