Check radAsm in the IDE forums
It supports Projects

Also MASM32 package support projects, not as advanced as RadASM but preety good
Open Qeditor from c:\masm32 go to tools and run PROSTART wizzard, it will ask you some defauld options and will generate a "project" template for you

A powerfull but not much user-friendly way to maintain projects is to write a make script so it keeps all dependencies up-to-date. The microsoft's alternative NMAKE utility shoulb be free if I'm right and is maybe even included in Masm32 distribution. MSDN has it's complete reference.
