No, simply get the win2k DDK. There is some stuff about
IrDA and ofcource USB included.

I guess it is not permitted by M$ to extract parts of the DDK
an redistribute it.

Additionally look at the Linux Kernel Sources in drivers/net/irda
There is support for some controllers.
