Is there any site with free icons (XP style if possibel :D) that people can use in their programs
I found some sites but icons are not free of copyrights, and must be payed if I want to put them in my programs.

I think Microangelo can handle PNG. At least it suppors alpha-blended icons and picture import :)

Thanks Bazik, but I was looking for something free. ;) Something like a small command-line utility that would read in a PNG and write out an ICO.

I've found a few that do it, but none of them are capable of handling the new ICO format. Though it probably wouldn't be too difficult or take too long to write one.

also is it true that XP style icons will look crappy on Windows 9x/2k ?
if so, how can I avoid that and make them look just like on XP (if possible)

At the very bottom of http://www.glyfx.com/products.html there is a set of free WinXP styled toolbar bmps. 16x16 and 24x24 if I recall correctly.
