You can find the compilers in the directx development kit, called 'psa.exe' and 'vsa.exe'. (pixel/vertex)

There's not really a need to precompile your shaders, the DX api contains functions for loading and compiling shaders from plaintext source files (scripts), or from scripts in memory.. at any rate, that's how I do it, same as the msdn examples :)
