i heard windows 2000 has full windows sockets, or something like that, that means you can forge your ip address on UDP packets. how do i do this?

First of all, get a TCP/IP reference. Then read up on raw sockets.
Then realize you can hardly use spoofing for anything but malicious
intent.

Because raw sockets have other uses than spoofing source IP address.
