Hello,
Is it possible to use the MASM package under windows XP? I am planning to move towards windows XP but I will not do this if MASM is not available on it.

You'll need some newer .LIBs and some equates/structures not included in MASM32 if you want to use "XP-only" features. Except for that, it's the best there is, as far as "support" for the assembly programmer today. It's one step away from leading edge. Info on the latest and greatest bells and whistles is available in places like the new SDK .H files. More asm support will show up as we work with the new stuff.
As far as the "basics" of Windows programming, you're covered.
