Am i much mistaken, or is windows pe checksum never used?

is it for header control or sections too?

people change exe in hex editors and as long as number of bytes remains the same they still run ok.

So, what is it for???

It's used where it matters - for drivers. Newer windows are smarter and require a valid digital signature too.
