I wanted to reduce my Recycle Bin size to .5 %.

Unfortunately, regedit won't let you enter anything less than 1
for Percent at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\BitBucket .

I think you can only manipulate this further by controlling the size of the partition that you have the os installed on.
One percent .. of what? ;)

I wanted .5 percent of my hard drive dedicated to the Recycle Bin which
isn't doable in WinXp.

The shell probably only expects to read integers from the registry, so good luck indeed trying to put a floating-point value there.
