Do you know if it's faster to use CopyRects to copy surface data or to manualy lock the surfaces and move it?

depends where the source and destinations are.

If they are both in video memory i guess CopyRects should be faster IF it uses the hardware blitter.

If they are in system memory then its sure manual operations can be a little faster if optimized.

I hear that sometimes demo developers cheat and directly/manually write into primary surface to gain speed for prezentations (ignoring wait flag and vertical retrace)
