I tested it out myself, WH_GETMESSAGE requires that the process processes messages, or else the api hook can't be established (dll is never injected, etc.) The alternative i was thinking to initiate a true system-wide hook was to step through the process list and CreateRemoteThread() the dll, would that work?

I really don't think this has anything illegal in it, on the contrary, it was the only piece of information i could find on this forum that actually gave me a head or tails on how to hook apis user-level. This is perfectly legit.
