Where can I find out Watcom Linker to make dos32 application?

You can't get the watcom linker legally for free - yet. But watcom is
going to be opensource, look at http://www.openwatcom.org/ .
Let's see if they ever release anything...

Btw, you don't need the watcom linker for dos32 apps. You can make
regular win32 console apps, using a (small!) subset of the win32 api,
and use the WDOSX extender - and presto, you have a very powerful
solution for writing dos extended apps :).
